This will result in improved services to the public and the land market; and underpins good governance and economic development.
The Project builds on an earlier Norwegian funded project, which, inter alia, developed a Digital Archive IT system.
From 2004 Real Estate Administration started to handle property transaction electronically. Property transactions are carried out in computer supported system, and new incoming documents are scanned and stored as digital files. The transition to handle transactions electronically has been successful, and has improved the performance of the real estate cadastre in Montenegro significantly.
However, documents were stored at each local cadastre office and not systematically in a national archive. Therefore, the Government of Norway funded the development of a centralized Digital Archive system. This project was completed in 2013. The Project as well included a pilot scanning and archiving of about 100 000 documents, which has demonstrated the good functionality of the digital archive solution.
The funding of a new project, following up the successful project completed in 2013, was approved by the Norwegian Government in 2014.
The Project contains two components:
Scanning and archiving of paper maps and documents for a part of Podgorica, Bar, Budva and Kotor municipalities, and
Establishing a solution for generating maps in scale 1:50 000 based on existing maps in scale 1:25 000
Component 1 of the new Project is a direct follow up of the previously funded Norwegian project. Component 2 will also include a clarification of the potential need to improve the basic geodetic framework for Montenegro, especially the reference for determination of heights, the so called "Geoide". Gravimetric measurements have not been done for Montenegro before, might be needed.
The Digital Archive system enables REA to more efficiently scan and archive documents in a uniform and safe way, as well as to improve access to the data. It is estimated that there exists as much as 20 million pre-2004 documents, which should be scanned and archived. The old paper documents hold important evidence for property rights, and are used on daily basis to support property transactions, property registration and court cases.
For overall planning, Montenegro needs geographic information for presentation in scale 1:50 000. Map data in scale 1:25 000 exists, which can be used to prepare geographic data for scale 1:50 000. However, REA needs assistance to work out the method for production of geographic information for scale :50 000 scale, and a solution for generation of the data in an efficient and cost-effective way.
REA is the owner of the Project and its results. REA will provide personnel and facilities needed for local project management and system implementation. Statens kartverk will assist with the preparation of detailed technical specifications, announce tenders and enter into contract with supplier, assist with quality control of deliveries, do payments to contractor—all in close co-operation with REA. For other parts of the project, there will be a transfer of competence from Statens kartverk to REA staff. Statens kartverk will also do the overall project supervision.
The REA organization is the main target of the project, and indirectly all the users of property information.
